The People's Democratic Republic of Korea (DPRK) on Friday has warned of imminent nuclear war following the USA live-fire bombing run near its border.
Traditionally, the USA and China have negotiated new sanctions on North Korea before formally involving other council members.
South Korea's spy agency does not believe that North Korea has secured the crucial re-entry technology that can allow a warhead to re-enter the Earth's atmosphere after flying through space, reported Yonhap news agency.

The White House is also debating trade actions against Beijing, including tariffs on its steel exports and a few days before the G20 talks, Trump complained that trade between China and North Korea had grown.
Without negotiation or diplomacy, the option of US military action would come under more serious consideration. While he offered no specifics, he has not ruled out military action.
Schilling also said the United States' national missile defense system in its current state is "limited and unreliable", and that it works "only about half the time in tests".
Prior to the trilateral summit, Trump told reporters he would never give up seeking cooperation from Chinese President Xi Jinping in pressuring North Korea to abandon its nuclear and missile programs.
