On Thursday, Trump reluctantly signed into law sanctions that target the Russian energy sector and place new limits on USA investment in Russian companies.

We do not know how long it will take to normalize relations between the two States, he told the magazine International Affairs. The majority are Russian locals employed by the American government.
Lavrov said Russian Federation and the U.S. had agreed to resume a suspended high-level diplomatic channel and Washington would send its Ukraine envoy to Moscow for negotiations. "I think there's no alternative to that", Lavrov said.
Tillerson emerged from the meeting an hour after it started without taking questions or giving remarks to reporters.
The sanctions are also aimed at stopping Russian Federation from meddling in USA elections, but Moscow denies ever doing this.
The meeting comes as the USA and Asian nations join together to try to step up Pyongyang's economic and diplomatic isolation.
Neither Tillerson nor Lavrov responded to a shouted question about how the new U.S. penalties might affect their discussions.
Philippine President Rodrigo Duterte voiced solidarity with the U.S.as it works to address global concerns about North Korea's nuclear program as the polarizing leader met with the top American diplomat on Monday.
Calling it "the harshest such diplomatic move since a similar rupture in 1986", The New York Times reports "Putin said Russian Federation had run out of patience waiting for relations with the United States to improve". "Naturally, such actions [the United States sanctions], including the illegal seizure of our diplomatic property since December previous year, could not be left unanswered". Russian Federation will respond accordingly in the future.
Even so, Trump's administration has argued there's good reason for the U.S. to seek a more productive relationship.
"But what we're saying is that you will not get us to talk about your security if you just continue testing those missiles". The next stages in settling the Syrian conflict were discussed too, including steps to build on the memorandum on establishing a de-escalation zone in Syria's southwest, agreed between Russian Federation, the United States and Jordan in July.
