Stressing that the island country is American, Puerto Rico Gov. Ricardo Rosselló told US media this weekend that he is concerned that Washington is not paying close enough attention to the plight of Puerto Ricans and warns that they need more assistance.
A cruise ship contracted by the Federal Emergency Management Agency (FEMA) sat at a dock off shore, meant to house 1,400 troops and personnel coming to the island. About 10,000 were served on Saturday, before grocery stores opened on Sunday.
FDA commissioner Scott Gottlieb released a statement in response to the damaging effects of Hurricane Maria. "We need everyone to get involved" he said.
"People are very positive, they really are", said Castano.
"We also know that given the financial pressures that the island was under before, it makes the task even more hard", he said. "It's just (a) disaster - no water, no food".
Hurricane Maria cut off power and communications for millions of people after walloping Puerto Rico on Wednesday. It also hammered the Dominican Republic, the US Virgin Islands and the Turks and Caicos, a British overseas territory.
The National Guard will bring the donation collections to the Javits Center and then transport the goods to the island with the help of JetBlue, which has donated $1 million of its services for the relief flights.
"We're going to request waivers and other mechanisms so Puerto Rico can respond to this crisis", he said.
In other developments, the confirmed death toll rose to 27 on the small island of Dominica, up from 15 deaths previously.
